ILC Guidelines:

The ILC is an interim body that is charged with the responsibility to develop a viable leadership structure to be discussed and ratified at the 2011 Summit. At that point, the ILC will become the Leadership Council.

  • The ILC is responsible for choosing its own Facilitator who acts as Chair of the meetings of the ILC and sets the agenda for its meetings held as teleconferences, or by other electronic means, and at Summits.
  • Seats, called chairs, will be determined at the next Summit with any remaining vacancies filled by members of the GA as a whole. During this interim period, seats were defined at the 2009 Summit and filled by self-selection.
  • Chairpersons may select a Co-chair, at their discretion, and form a team of support persons made up of volunteers from the GA community; the Chair may select an alternate from this team to sit in on the ILC, when the Chair is unavailable.

    In particular, the Summit Planning team seat will be chaired by the leader of the host venue, or their designate, who will assemble its members made up of local and regional persons and of those persons who volunteer, drawn from the wider GA community.
  • A quorum at any meeting of the ILC will be 5 permanent members of the ILC.
  • Decision-making on the ILC is as follows:
    • full consent – all agree on a course of action
    • partial consent – there are objections, but no one wishes to block the decision
    • removal of a block – a block exists as a principled and substantiated objection and, by negotiation between members of the ILC, the objection is overcome
    • consent minus one – a block persists and there is a vote requiring full consent, allowing only one objection, to validate a decision.
  • Draft agendas will be sent to all members of the GA in advance and the summary notes of each meeting, containing all decisions made, will be conveyed by the GA secretariat to the GA community as soon as possible following each meeting; members are encouraged to approach the ILC or its individual chairs for items they wish to appear on ILC agendas.
  • Observers are welcome at all meetings of the ILC, and are asked to approach the ILC through the relevant chair who will speak on their behalf, unless otherwise requested to speak. Note: Like the ILC members, all participants are billed to their local phone or through Skype for the calls, or by use of a phone card.

Multicultural and Diversity Resource Bank

The Multicultural and Diversity Resource Bank position on the Interim Leadership Council will serve as a bridge or liason in the promotion of the global alliance’s work and the design of peace infrastructures that preserve cultural diversity and sensitivity for member recruitment and retention.

Goals:

  1. Support the ILC & 2011 Summit commitee in the development, cultural adaptation & translation of materials and documents.
  2. Support the ILC in outreach, recruitment, communication and networking strategies toward the goal of increasing membership in the Global Alliance.
  3. Create a resource/research bank on multicultural diversity/competency and peace.

Peace Education

The Peace Education Chair (PEC) supports the work of Global Alliance (GA) members by coordinating research and sharing information about the implementation of peace education in peace infrastructures around the world. The PEC focuses specifically on the development, specific methods and effectiveness of various peace education initiatives (such as academies for peace) within specific contexts as an essential component of creating peace infrastructures and peacebuilding.

Within the (Interim) Leadership Council ((I)LC), the PEC works to ensure the effective integration of peace education programs and structures in the strategy of the GA. The PEC also oversees and advises the (I)LC on the creation of a peace learning community within the GA through the infusion of peace education principles in all the GA’s work.

Finally, the PEC serves to promote the understanding of the crucial link between peace education and peace infrastructures in the creation of a culture of peace.

Secretary

The GA Secretary will strive to provide:

  • A stable and reliable presence to support the GA in the expansion of global peace infrastructure
  • Communication support for Interim Leadership Council (ILC) members in order to effectively reach out to the GA community and the wider public
  • Effective and timely responses to direct requests to the Secretariat from the GA Community as well as the wider public
  • Regular website content management to ensure that key and timely information is shared on the website
  • Consistent note taking during ILC meetings. The secretariat will also share these notes with the entire GA community
  • Structured retention of the GA’s organizational history/memory

U.N. and Other Strategic Alliances

In order to make strong, mutually rewarding strategic alliances, it is as important to consider what the GA could do for potential partners as which of those could be important to the Global Alliance. Thus we will be:

  • mapping or identifying what the GA can offer to government departments, NGOs/INGOs/networks/stakeholders in the peacebuilding field which could be important to the Global Alliance
  • elaborating which stakeholders we want to give priority and how:- CSOs/governments/UN and Regional Organisations/ academia/ Parliamentarians
  • developing a proposal on Strategic Alliances with priorities, entry points and time frame
  • developing a strategy how we get to know them and get linked
  • to make clear which results we want to achieve by end 2010.

With GPPAC, Paul is aiming for a CSO Working Group on Infrastructures for Peace. The Global Alliance will be invited for that Working Group and that could be a resource-group for the Alliance.

AAP has the vision to support the efforts to create and sustain the culture of peace and nonviolence in all African countries. Throughout this year 2009 -2010, the aap representation chair will coordinate activities included in the following key strategic points:

  • organizing 2nd aap summit;
  • mobilizing regional bodies such as African Union, ECOWAS, SADC, EAC, etc.
  • increasing the number of active campaigns for ministries/ departments of peace
  • contributing to preventing electoral and political violence in different African countries
  • Building relationships and partnerships with other peacebuilding local and international NGOs and existing governmental peacebuilding structures.

Latin America

Terms of Reference for supporting the Latin American seat on the ILC:

  • Engage Latin American peace organizations through networking and outreach toward the goal of increasing Latin American membership in the Global Alliance.
  • Act as a liaison between emerging Latin American campaigns for DoPs/MoPs, providing resources and information based on the Costa Rican model to help support their work.
  • Facilitate the recruitment of a Latin American chair for the ILC, then work with that person in a support position to raise awareness of the work of the GA within Latin America and expand GA membership in the region.

  • The North American Co-chairs will be concerned with all matters concerning the participation of Canada and the United States of America on the ILC
  • The Co-chairs will keep members of the ILC up to date on developments concerning their campaigns for departments of peace and support and assist the work of all other chairs on the Council as called upon
  • The Co-chairs will encourage the formation of a support team of volunteers who wish to assist them in their work
  • The Co-chairs will communicate periodically with their constituencies on developments in the ILC
